As a newbie, this bit of the process hasn’t been particularly transparent.
I’ve got a wiki account and I’m not afraid to use it.
But it could make sense for every IP to get an entry by default, eg:
or something. Then things would work as expected, out of the box. And reverse dns could be used to quickly identify an owner. CNAMEs could be added if something more descriptive is desired.
Just observations of an outsider.

Better to have a standardized way for all than cause confusion for newbies.
There is no harm in creating an A record for each IP. So what if it is
unused.
