User registration and network management are separate functions.  I think that after a user registers, any network (address, LAN, etc.) requests go to the coordinator for that address space.

By registering, the Net-44 administration community captures contact information.  If a network manager disappears, we can reassign the network and have a way to contact everyone on that network.

The network manager still is the best source for how LANs and addresses should be allocated.  It is just good overall management to have a database of contact information for every net, subnet, and host.

I don't see much a need for the user to register depending on the situation.
You should make as much info available to the end user as possible without registering.
That is the info about the city (area) and who is responsible for that gateway- call/Name, etc
With the call/name they can find us at qrz.com or google.
You should direct more to the gateway operator as we are are running those gateways in the first place.
People have a need for info about how to run gateways, jnos, linux and it is the gateway operators
who can help.
I receive a lot of questions about this and I help a lot of people.

Also a lot or maybe some of the gateways operators can already issue new 44 addresses for their own gateways (I can)
so it should be good if the user can contact us.

We are often in a much better position to help that new user without waiting.
