Hi Sam,
If you click on the link to the right of an existing assignment, this allows you to send a message to the assignee of that particular network without revealing any PII. The system simply sends them an email, due to the vagaries of email they may or may not receive the email, it may go into their spam folder, some folks don’t keep their email address on the portal up to date, and some people choose to ignore such emails. There is no further record of the message you sent on the portal.
When you place a request for an assignment that is a completely different thing - it registers your request on the portal and alerts the coordinator of the address block that you have requested an assignment.

https://portal.ampr.org if you haven’t already, then login and click on Home -> Networks
Go find the network you want to request address space in (probably 44.31.0.0/16 if you want to BGP announce a /24)
Scroll to the bottom of the networks page, past all the existing assignments and click on the link of the network address right at the bottom, this will give you a form to complete to place a request.
