There is a lot of background noise on the Internet.  So if a /24 lan is pointed at a gateway, it makes sense to have a per host inbound traffic filter.  The reserved /24 for the lan, may only have half the on air hosts for now, and the rest of the address space is for future growth.  The other thing is most people do not (or not historically) have a symetric internet connection.

44.61.31.1 -> 1-31-61.m0lte.ampr.org

or something. Then things would work as expected, out of the box. And reverse dns could be used to quickly identify an owner. CNAMEs could be added if something more descriptive is desired.
