This is only the case for inbound traffic off the Internet thru UCSD. Outbound thru UCSD to the Internet will work without a DNS record as will traffic in both directions directly to other gateways.
Every single 44net IP address needs an A record to be routed.
Your coordinator needs to add this to the database.
