I don't think you need an ASN to delegate subnets if the hosting provider's ASN is acceptable. I have an old Class-C (Grandfathered, no ARIN membership) and have hosted it at a couple of data centers under their ASNs.
PS: perhaps I misunderstand Internet peering, but I don't see any
need to get an ASN before delegating subnets. It might be convenient
but I don't think it's a prerequisite. Perhaps someone knowledgeable
could comment on this.
