What still isn't clear to me is (not considering the way the discussion is going here) what your reason is for "we will not be allowing transfers of zone files to any server not under our control. You are welcome to make PTR queries like anybody else but no special zone transfers will be allowed".
That sounds more like a corporate policy than some nice cooperation between radio amateurs.
And not only is it just "security by obscurity" (i.e. not good), it also serves no purpose at all to prohibit zone transfers on reverse zones as anyone can re-assemble them from PTR queries anyway.

And you keep referring to 44.15/16 so yes you are targeting our network.
