No there is not. As with most volunteer projects, the design was worked
out iteratively and is, in fact, somewhat still in flux as we learn from
our experience with the first implementations.
It is apparent, for example, that there are changes needed in the way that
allocation request/response/maintenance is handled. On the other hand, the
gateways mechanisms seem to be working quite well, modulo some data cleanup.
If you'd like to help out with the portal design and programming, we'd
be pleased to have additional qualified contributors.
