The operator can mostly do that using firewall rules.
When an operator believes that https is illegal under their local rules, they can just
block port 443 in their access point.
Of course it will be difficult to cover everything that way, but it will be impossible to

Also, in almost all of those rulings there is a certain room for interpretation, and not
every operator interprets them in the same way.
So we will never be able to design a system of tags that covers everything and that is
good enough for everyone.
Furthermode, often it is best to simply not try to engage in such kind of restricting.
When you have nothing, you can claim it is every amateur's own responsibility to
operate within their license limitations.
When you have a system, you suddenly become responsible for the system not working
perfectly.
