You're assuming both Local gateways are able to participate directly
in the IPIP fullmesh.
If Local Gateway 1 does support the fullmesh but Local Gateway 2 does
not, then the traffic will have to go over some upstream gateway.
If both Local Gateways do support the IPIP fullmesh, they will of
course be able to exchange traffic directly.
