Yes, that will work nicely.
But in this case I would suggest using some other VPN type, PPtP or L2TP, so
that authentication is possible.
Spoofing IPIP is extremely easy!

I think that for Home users we will make a central server that the home
users will do tunnel for him
This will require adding only one tunnel command to the routers
and a future solution is a system (probably same server) that will run a
script and connect the routers and do update (say once a day)
