No, because you can not have the tunnel endpoint inside its own IP subnet,
which is not accessible yet because the route does not exist yet.
You can actually have the endpoint on a BGP announced subnet which is not in
the IPIP tunnel list AND not inside the subnet you want to reach AND accepts
IPIP connections from non-44 addresses.
