The idea is to keep the portal data up to date, especially contact details
such as email. Once a year isn't much of an imposition.
Better have bounce handling and/or send these after a year of not
logging in to the portal, otherwise the admins get a flood of bounces ;)
Then again, you could ignore handling bounces if you simply ask people
to log in again inside say a month or two and then assume the email
address is not-read/inactive if that does not happen. Of course, for
nicety, do send a "Your account has been marked inactive" mail to notify
them, just in case ;)
