Why should someone need to do so? This discussion is about a limited
number of gateways providing IPIP and other methods to join the 44net
to national/regional subnets, and announcing the 44.0.0.0/8 via BGP
towards the internet.
(BTW IS-IS probably wouldn't work that well over Layer3 tunnels AFAIK,
as it is itself a Layer3 protocol and would need to be transported
over a Layer2 link (please correct me if I'm wrong))
