If I ping it via the tunnel to 96.255.40.79, the reply are returned ipip encapsulated from ucsd (169.228.66.251) instead of having been originated from 96.255.40.79, and thus get dropped by most systems which expects the same endpoints for responses. Return/outgoing traffic from your system has to be originated from your GW address and sent directly to the recipient, according to the encap table, not via the gateway.
