Yes, the high-level context is missing: It appears to be:
Open the space up to all hams, regardless of hardware.
That means mobile phones, with built-in VPN facilities, contecting via
44.44.44.44 (or whatever) and getting insta allocated a 44.128 address.
Thus getting people (hams) "on the air" in ~3 minutes.

Most hams can't manage this; ... barrier-to-entry is vastly too high.
I would argue that Internet routable
"experimenters" space is more
important now than ever.
Hams use Amateur Radio spectrum for communciating betweens hams---not
broadcasting to the public.
(In my eyes) 44.128/10 is equivalent of Amateur Radio EMF spectrum.
