For our uses 10/8 could be managed the same way 44/8 is with no duplication
in our network. Simply replace 44 with 10. The only difference being
global routability and no requirement for NAT to connect to the larger
internet. Either we are connected and routed
to the larger internet or we are not. Carrying this to it's extreme - The
FCC allows me to dial the local autopatch and order pizza on my way home,
would it be any different if I did this from an amprnet node via the
pizzahut website?

Actually there is a big difference. Within 44.x.x.x you have safe IP
addressing. It is impossible to have address conflicts with any other
network if you interconnect.
10.x.x.x is reused all over the planet, whenever someone needs addresses
for private network. Conflicts are inevitable.
