I think they will change it to a way that fits the Debian paradigms.
The only thing I insisted on was to have the executable file in
/usr/sbin so previous users will not end up with 2 instances. The rest
is up to the packagers, and it probably will be /usr/share/man/man1

On Debian 8.6 global man directory is under /usr/share. In the Makefile:
MANDIR = $(BASEDIR)/man/man1
is better to be
MANDIR = $(BASEDIR)/share/man/man1
