Steve,
That code (writing the encap) was not touched compared to the older
versions.
So as Gus wrote, check if /var/lib/ampr-ripd exists (the daemon can not
crate the folder) and if it has write permissions for the user you run
ampr-ripd as.

Has anyone else had an issue where even though you use the -s option,
you don't have a /var/lib/ampr-ripd/encap.txt file?
I know this was working for me in prior versions.
