Aha!!
That's what I needed to get this going via my pFsense box. Protocol was
IPENCAP and not IPIP. Shouldda thought of that.

Yes, that is correct, there is no need for iptables to pass proto 94.
Proto 94 is deprecated and no one should be using it for anything.
I don't think there's any harm in letting it through but strictly
speaking we probably shouldn't.
