I don't think you can read the HTTP GET in SSL.
If this was the case there would be no problem in building vhosts with SSL.
The only think you can read are the lower layers, aka, mac src dst, ip
src dst, tcp packet headers
but the content itself (the http package) will be encrypted and thus
unreadable in plain english.

You may wish to look through the list of digital codes specified in Part 97
and use Wireshark to sniff SSL packets...you may find you can read the HTTP
GET command, source, destination, requests, requests to exchange, etc. in
plain English, ASCII is exempt the last time I checked. Even on the 802.11
level, source, destination and acknowledgments can be read. I don't want to
enter a large debate, but I wouldn't suggest seeking a rule-making on it
either.
