Nothing has changed with the amprgw nor RIP broadcasts.
Assuming you're also not seeing the typical backscatter traffic,
I'd investigate your cable/DSL modem/router settings as that is the
most likely spot for IPIP to get filtered out, which is what
I'm guessing is happening.
