This exactly what the HamWAN project has done, but it still runs into issues for users
that have a 44/8 default route to UCSD, and it can’t be routed to us even though it’s not
in the encap.

Did you consider a /24 allocated for the purpose of anycast tunnel endpoints? Each BGP
gateway could announce it alongside the 44/8 routes.
This is how 6to4 (IPv6 Internet-overlay tunnelling) works...
