I realize that this isn't a direct answer, but I started writing up my own approach
for an AMPRnet IPIP configuration here:

I'm not using netplan but instead configure systemd-networkd directly. If your distro
is modern enough to include netplan then it seems likely that systemd-networkd could also
be an option.
The write-up is unfinished and rough around the edges, but it should be enough to get
online.
