Isn't it a good idea to keep ucsd out of the path? If all the (BGP)
gateways have to route through UCSD then there's a new 'link' (that
can break), an extra hop and much more (we can hope) traffic going
through UCSD. One of the benefits of the encap.txt routing table
scheme is that it provided independent routes between gateways.
