+1 on the open source thing. We'll be able to keep up with hardware
availability that way. already the WizNet board is EOL here in the US but
the chip on it is still in production.

Maybe the key of success is a low-cost and easy to build modem. Your
approach of using existing modules, and the compatibility with DMR
amplifiers, seem to be very good things.
About the protocol itself, it may require some tunings or improvements,
but it's just a matter of code. We'll be able to discuss about it here.
This hardware platform, coupled with a Raspberry Pi, may allow lots of
experiments...
