We used to do that. The problem was that people were taking the
approval of coordination as authorization to have their subnet
BGP-announced (which the local coordinator can't authorize)
and then would go ahead and have their ISP start announcing it.
To prevent this, we made it so that Direct requests come to me
instead of to the local coordinator.
I suppose the portal could be modified so that when a local coordinator
approves a Direct request, the approval notice isn't sent to the
requestor but instead queues the request for subsequent approval
by the Direct coordinator (currently me). This is a significant
change in the way the portal works but might be the best solution.
