One thought that this could be broken down by (BGP) announcing of address space and usage
of address space.
In the case of announcing, it should be expected that the bar should be set at least what
ARIN expects in announcing of address space that you be multi-homed. I would also add
that the person/company should have some sort of on-call staff that can be reached 24x7 in
case there are problems with the BGP announcement.
