[44net] Portal Feature Request

Can I request a feature for the portal ? It would be nice for a co-ordinator to have the ability to add an IP address allocation on the behalf of someone else. I'm in the process of cleaning up the database for the US State of Iowa, and some users are e-mailing me directly to keep their allocations rather than registering it via the portal.
