I think Steve was talking about the reference to a "cell site." If this was about a Ham Radio network, it would be the first time I've ever heard of a cell site operating according to Part 97 rules. I was actually gonna ask Bart about that myself.
You mentioned that he was trying to identify ISPs that may not work well with tunneling, his idea would not lead him to easilly discover that, he'd have to run tests between a known good ISPs and the suspect ISP.
Notwithstanding, at Noon - Pacific time, all thread posts for the last 24 hours is sent out to all subscribers (with it's assigned Volume and Issue number); Steve didn't start a new thread, he simply responded to the daily digest.
