Why do you have the route addprivate entries? If you are getting the RIP table then they will be included. Here I see

If you don't see over 700 Entries when you use IPR then you are not seeing RIP and if you don't the chances are that you don't have IPIP connectivity, so the private routes won't work.
You shouldn't need the ARP or ROUTE entries either.
Assuming your Adapter is correct and x.x.x.147 is in your DMZ then you should be getting RIP. You could try using Wireshark to look for IPIP packets on the LAN. If you aren't seeing them then it is possible your ISP (or possibly their router) doesn't support IPIP (IP Protocol 4). I know some don't - one of mine doesn't
