portal.ampr.orgwill be our authoritative source. Australia could
consider doing the same.
If they aren't connected to the rest of the network it really doesn't
matter.

Well, that's kind of the point -- not many people in VK have registered
their allocations in the portal, and may not even be aware of the portal's
existence or purpose. So, the idea would be to contact those who are still
actively using addresses, and get them to register their address blocks in
the portal.
