I would say tehre are four aspects of AMPR that shoul dbe coverede:
I - Global interconnections and gateways to Internet
II - Natonal and local interconnections, gateways, and access points
II - Network services
IV - Users access
I think there is no need to weight them or give them priorities. All
four are equally important. One could just decide which aspect he is
interested to participate in and get involved.
