DNS delegation is not really related to BGP, it is just something you can request for a
subnet. E.g. the German HAMNET has their own delegated DNS too, and they are absolutely
not on BGP :-)
The dns mailrobot is alive and kicking, I send updates to it at least once a week and
they
get processed. I have a hosts file for 44.137 which I edit to add new hosts, and I diff
it to the previous version and send updates to the mailrobot when it has changed.
