It's necessary to include the non-gatewayed subnets as well since they
also make use of the DNS. We don't want to delete DNS entries for them.
To do that, you'll need a list of ALL the subnets registered with the
portal. The encap file is insufficient. Chris will have to speak to
whether the portal API can furnish that list of subnets. If it can,
well and good, but if it can't, we'll have to come up with some other
way to get that list.
