That change was made because
1) it was reported that 44.x gateway addresses didn't work
2) it was reported that 44.x gateway addresses caused problems
3) people were entering 44.x gateway addresses for their IPIP tunnels
instead of the proper commercial IP address of the endpoint.
There were, in fact, several of case (3) which of course did NOT work.
If in fact the HAMWAN entry is needed, I can ask Chris to undo the
restriction and then we'll just have to be extra vigilent about checking
new gateway entries. Mistakes will happen and have to be corrected.
