This could be done on multiple levels, but it wouldn't be difficult.
The challenge is to make firewall management something anybody can use. It
would require a web interface and also an API so we avoid administration
overhead of managing firewall rules.
Most people would prefer to run their own routers, and thus be in charge of
their own rules, but I can see how others may want managed for them
(especially over expensive links like satellite)
