To answer your question about BGP: there are definitely VPS providers
who will advertise address space on your behalf, I am using ARP Networks
to do exactly that
https://www.arpnetworks.com/ you will need an LoA
from Brian before they'll advertise for you.
The way I have things setup is that ARP Networks advertises my subnet
from their ASN (
http://bgp.he.net/AS25795#_prefixes) and then routes it
it to my VPS' IP. I then use an OpenVPN tunnel to connect my VPS to my
home router and then route the 44net addresses out to hosts from there.
