Those 1 to 11 mistery hops are due to the fact that the TTL on your
internet connection is inherited from the tunnel, which is the default
tunnel behavior.
If you set a ttl value on the tunnel interface, then these two become
decoupled and the trace will become:
traceroute to n1uro.ampr.org (44.88.0.9), 30 hops max, 60 byte packets
1 n1uro.ampr.org (44.88.0.9) 346.790 ms 346.975 ms 351.388 ms
