I think a simplifted mechanism to check that new network allocation is
not overlap existing network that currently allocated and to allow the
gateway user to get by itself the network ... after all if he was able to
register a gateway why not doing so for allocation?
in case of network problems then let the coordinator habdle of it or if not
then letting Brian doing so ...
and if we speak about volounteers if there is option to allow more then one
person treat the network im willing to treat my country network
I did it 15 years ago untill the gateways died and we stayed with no
gateway active ....

On the contrary Bill, it may be too automated already.
We have a
continuing problem with ineligible people requesting addresses and
registering gateways
We have a constant problem with finding volunteers to do coordination.
