While raqi.ca is reachable over the regular internet, I can not reach it
over the 44net gateway tunnel (while other public ip hosts are reachable
without problems).
ve2se.ampr.org (44.135.198.1) is reachable over the tunnel system and
the regular internet without problems.
So it may be a routing problem on their side. Does that site also host a
44net gateway?

FWIW, I can reach both ve2se.ampr.org AND raqi.ca from my hosts at 44.48.26.1 (Chicago)
and 44.136.33.1 (Sydney). But both are BGP advertised and not through any tunnel on my
side. The tunnel from UCSD to ve2se seems to work fine.

Can you ping or traceroute to raqi.ca from your 44 address ? Let me know .
