As far as I can tell from the ICANN policies is that ARDC needs to maintain
contact info once per year. There is no "flow down" requirement that our
users need to give this to us as ARDC is not a Regional Internet Registry (RIR).
That said, I'm in favor of us having a registry of people using subnets, but
it's not a requirement from ICANN/IANA/ARIN.
