Why? That would be a matter for each individual
operator to decide, based on
their local laws and regulations, and the extend to which those are enforced in practice.
I don't see a need for any centralized statement about that, especially as this is
a worldwide network and regulations of all participating countries, as well as the
technologies used in the network, can impossibly be overseen by the ARDC.
