These are probably obsolete gateways.
44.71/16 used to be portions of Ohio and 44.72/16 is reserved for Illinois.
There are approximately 80 gateways listed in the encap/gateways files that
are obsolete and are slated for deletion at the end of the month. I previously
sent a list of these as 'unclaimed'; a few of those were subsequently claimed
but the 80 or so that remain unclaimed will be deleted.
The portal only lists regional allocations that have a designated coordinator.
All others come to me, and I can then set aside a subnet as appropriate.

In browsing the encap file I see entries that aren't defined as
regional networks:
ex:
