In browsing the encap file I see entries that aren't defined as regional networks:
ex: 44.71.28.0/27 44.71.4.0/27 44.71.4.32/27 44.72.26.0/24 44.72.73.0/26

The listed regional networks skip from 44.70 to 44.74 44.70.0.0/16 Ohio 44.74.0.0/16 North Carolina
These are probably obsolete gateways. 44.71/16 used to be portions of Ohio and 44.72/16 is reserved for Illinois.
There are approximately 80 gateways listed in the encap/gateways files that are obsolete and are slated for deletion at the end of the month. I previously sent a list of these as 'unclaimed'; a few of those were subsequently claimed but the 80 or so that remain unclaimed will be deleted.
The portal only lists regional allocations that have a designated coordinator. All others come to me, and I can then set aside a subnet as appropriate. - Brian
