so that they download via FTP, both of which don't work with that scenario.

Uh, not quite.
The ftp server is only available on host
gw.ampr.org, not on
amprgw.ucsd.edu. And the ftp server doesn't accept anything other than
anonymous FTP, which means no username and password. There you will
find the
ampr.org DNS zone files.
The file you're looking for is available as a web page in the private
area on
gw.ampr.org.
