Charles,
I took a quick look at both the portal and the encap file, and I
don't see a problem with either one of them. Perhaps if you gave
a bit more information, like WHICH neighbors you can't connect to,
I might be able to check further.

ago none were connecting. I still only have 3 connecting now
and the rest are all unreachable. I have rebooted my JNOS and
