At the point Chris suggests something else, the regional coordinator is not involved. Most
(maybe all) the regionals are responsible for a specific subnet. If you are kicked
upstairs, so to speak, then the regional is out of the picture. That is what happened to
me for IRLP. I started with my regional, actually just using the portal for my first
request (it was actually a legacy allocation set up by BrianK back in 2015).
When Chris got involved and understood what I wanted to do, he asked me about a larger
block in 44.127-land. That is what I went with, and my regional coordinator was no longer
involved. But it all started with my regional. If you are already down that road, by all
means reach out to Chris. Once you are direct with Chris, there is no longer any need to
involve your regional unless you are using part of his address space.

Why then is the local coordinator involved if the result is to be outside of the local
plan? A longer view clarification needs to happen so as to avoid mistakes and questions.
