Generally speaking, any commercial network provider that isn’t a cloud
provider is going to have similar requirements no matter where in the world
you are. If you want to purchase IP transit from Comcast that is possible
but likely to be cost prohibitive for a hobbyist. More likely than not, you
will need your own AS as well to purchase ip transit.
