If you are looking for a Transit provider, HE & Cogent will Peer for free at FreeRangeCloud.com http://freerangecloud.com/ Get ahold of Christopher Munz-Michielin. They have a small VM exchange service that has connection with the UnMetered Exchange. multiple peering options.

It depends on what you are looking to do. There are ways around if Comcast will not announce your routes but you would need a ASN number.

To follow up on this, Comcast is only going to peer with commercial providers. This is explicitly forbidden by the AMPR TOS.
Here is Comcast’s peering policy for BGP.

Generally speaking, any commercial network provider that isn’t a cloud provider is going to have similar requirements no matter where in the world you are. If you want to purchase IP transit from Comcast that is possible but likely to be cost prohibitive for a hobbyist. More likely than not, you will need your own AS as well to purchase ip transit.

"Applicant must operate a US-wide IP backbone whose links are primarily 10 Gbps or greater."
I don't think any of us meets that requirement.

I think you guys are making a mountain out of a mole hill. I don’t think “Comcast is unlikely to peer with you” implied peering in the sense of an internet exchange. Rather that you can’t bring up a BGP session with the consumer service you can get from Comcast.
